The rulebook makes only the purchase conditional on a unit or structure.

Yes. The purchase in a Strategize needs a unit or structure in the active system, so without one you buy nothing, but the order token still goes on your event deck. A Dominate likewise resolves but gains no assets without a friendly world there.
