Does combat continue when all of one side's units are routed?
The rulebook ends combat only when one side has no units or bastions.

Yes — routed units stay in the fight for up to three rounds. Combat ends early only when one side has no units or bastions at all. If every unit on both sides is routed, it goes on to the morale comparison.
