How are objective tokens distributed onto tiles during board construction?

Each player places opposing factions' objective tokens, one per objective space, on the tile they just placed. A tile never gets two tokens of the same faction, and (3-4 players) you must place one of every opponent's token before a second of anyone's. In a 2-player game your opponent's two tokens therefore end up on two different tiles. Tokens go down as tiles are placed, not all at once.
