When and how can the Catch Up blank order token be placed?
The designer answered this directly in 2019; a player clarified the timing.

It is an extra token you place on your own placement turn, at any point in your placement sequence, not only last. The designer said you can place it at any time and that you lose it once you stop being last player. Once placed it behaves like another order token.
