Can I train a marketeer who is busy running a campaign, and does a Guru or Coach need a Trainer?

No to the first: only cards on the beach can be trained and a busy marketeer is neither at work nor on the beach. A Guru or Coach trains on its own and doesn't need a Trainer in play.
