How do overpasses and bridges connect roads?
The designer ruled on the added-road case; players agree on the bridge behaviour, and no official post spells out the general rule.

The low roads under a bridge connect to each other, while the high road passes over them and does not join them, so a bridge is not a crossing and nobody can turn there. An added road tile connects to both printed roads on it, including near an overpass.
