Can a coffee shop be moved, and does the old location count for range?

Yes. Moving a coffee shop is allowed whenever you must build one and have none left, including via the First Coffee Sold milestone, not only through barista training. The placement limits still apply to the move and the old location cannot be used to measure range. An older ruling limiting the milestone to building was overturned.
