When does a milestone take effect, and can employees granted by a milestone count toward 'first to hire three'?

A milestone's effect starts immediately, but you only earn it after income is collected, so an income effect first applies the following turn. Employees you receive as a milestone reward were not hired and so do not count toward First to hire three employees.
