A Lobbyist with range 2 can place a park adjacent to any road square it can reach, even if the park's own tile is further. For a road, the arrow must point to a space the Lobbyist can reach, which receives the roadworks marker, and range is counted to the marker. A road may start beyond range 2 if its marker is in range. Two restaurants may each build a road in the same round.
