Yes, all campaigns started after it, including the billboard that earned it, are eternal, and this is mandatory. Campaigns already running keep their normal duration, so a mailbox placed before the billboard still ends. The marketeer stays busy forever, and the free permanent marketeer from the milestone cannot be fired.
