Can I fire employees during Payday even if I can afford them?
The designer called firing and paying essentially simultaneous, and the rulebook lets you fire anyone.

Yes, you may fire anyone, even if you can afford them; firing and paying are effectively simultaneous. Busy marketeers are the exception: fire them only if you have no other choice.
