Yes. First Discount Manager removes $100 from the bank that turn (needing a drop of at least $3), the first Cart Operator's drinks are doubled on that route, and the Brand Manager plane may run up to four turns and markets both goods while it does. The text 'this turn' on that milestone means the ability must be used that turn.
