Does a drive-in only work while a Local or Regional Manager is active?
The rulebook says both managers grant drive-ins while active; players supplied the rest.

Yes. The drive-in benefit (an entrance on every corner) applies only in a turn when the manager is at work, not on the beach, and then covers every restaurant of your chain. Restaurants the manager already placed stay on the board when it leaves.
