What if I can't pay an employee's salary at Payday?
The rulebook says you fire anyone you wish, then pay for the rest, and busy marketeers must be paid or fired.

There are no loans or credit. You fire anyone you wish before paying, and any employee whose salary you can't pay must be fired. A busy marketeer with a salary must be paid first; it can be fired only if you have already fired every other salaried employee and still can't pay.
