When a campaign runs out or its house is already full, does the marketeer come back?
The designer said the campaign is removed when its duration runs out, and ruled on the no-tiles case.

Yes. A campaign ends after its full duration even if the house it targets is already full, then the tile is removed and the marketeer is freed and comes back to you to be used again. If no billboard tiles are left, a Marketing Trainee cannot place one and simply returns without acting.
