How do apartments and House 25 work?
The designer ruled on the road connections; the Ketchup rulebook states the missing demand maximum.

An apartment has no demand maximum, so unmet demand keeps growing but can still be fulfilled. House 25 is an apartment block where its street ends, so no route runs through it. The Pi apartment connects to its four adjacent roads, which do not connect to each other.
