Where can an airplane campaign be placed, and does it need a road?
The designer said it must be adjacent to the board and confirmed middle-column coverage.

No road is needed; an airplane's tile must touch the edge of the board and the plane flies inward, always with its 1, 3 or 5 side along that edge, never the 2 side. It may cover the middle columns of the board, not just the edge row.
