The designer said price and money effects are mandatory, everything else optional, and ruled on partial production.

Anything you may choose to do during Working 9:00–5:00 (recruiting, training, marketing, producing, placing restaurants) is optional. Anything touching prices or money is mandatory: price modifiers, the CFO bonus, Waitress income and the salary discounts from unused recruiting. You may decline to produce at all, but you cannot produce only part of a cook's output.
