Which tiles can Utug take control of?

Only a tile holding meeples and nothing else: at least one meeple, and no Palm Tree or Palace at that moment. An empty tile cannot be taken, and neither can one already carrying a Palm Tree or Palace. It can be a good idea to take an Oasis before its Palm Trees are placed.
