Yes. Only the Sacred Places tile action buys a Djinn by paying two Elders, or one Elder and one Fakir, never coins. Since you only get one tile action per turn, this buys at most one Djinn per turn. The Elders may have been collected on earlier turns. Other Djinns, such as Sibittis, can give you extra ones.
