What does Iblis let you kill, and do the two meeples need to match or be on the Assassins' tile?

When you activate Iblis you first pick one target, either a tile or an opponent, and remove two meeples from it. They need not be the same colour, and if only one meeple is there you remove just one. The target must be within your Assassins' range but need not be the tile you ended on. Iblis costs an Elder or Fakir and must be activated during the Assassin action, not after the kill.
