Yes — Heavy Storm makes each space you move a separate panicked move (and you can pay Time to reroll a step), and it stays until an Event discards it. Using the Skidozer is an item use rather than a normal move, so it isn't restricted, and up to two Victims can follow you onto it. It must be in the space outside the lab to dig through the wall.
