Apply it only when a Frostbite icon is shown: to each Victim, Final Girl and enemy (zombies too) on an outdoor space, including the helicopter pad. The Tool Shed and Commander's Hut are indoors, so it can be removed there in Upkeep. A token gained outdoors stays until warmed up, so an indoor Victim still takes the damage. Victims inside the helicopter are safe, but the Skidozer doesn't protect them. A Terror card that shows Frostbite and a helicopter arrow resolves Frostbite first and then you may move the helicopter.
