You can't attack Exposed Victims unless a card allows it. They panic every turn, and they still count as Victims for cards that panic or move Victims (but not for effects that mean a 'normal' Victim). When one dies it is tested: a normal Victim raises Bloodlust, while an assimilated result means a Mutated Organism is placed on the board alive, with no death and no Bloodlust increase.
