Do I have to save every Victim on an exit space, and in what order do rewards resolve?

No — saving is optional per Victim, so you can save some, all, or none. You choose the order of saves and rewards, but all reward effects must finish before your next Action card. Movement rewards are optional (you may use part or none), while Health, Horror, Time and similar rewards are compulsory once you save. You cannot hold a reward for a later phase.
