Only Victims in the Killer's (or a Minion's) space panic, and only if at least one Victim died anywhere this turn. Roll a die for each and move them as shown by the numbers on their space; the Final Girl never panics in this phase. Panicking into the Killer's space doesn't kill them by itself.
