Do Victims killed by the opening Event raise Bloodlust or cause panic in turn one?

They raise Bloodlust (there is no timing requirement) but don't cause panic in turn 1, because the opening Event resolves before the first turn begins. You may also discard your starting hand during setup to use the first Event.
