When a Terror card gives a Killer Action and I have Minions, in what order do enemies act?
The designers answered this directly, and it matches the rulebook's text.

One at a time, Minions first, then the Killer, and each finishes its whole move and attack before the next enemy starts. Any default Minion action on the Finale is resolved before the Killer's.
