What does Dr. Death do, and can I kill him?

In Upkeep he kills a Victim in his space, or if none, moves one space toward the nearest Victim, never both; he doesn't kill Maniacs, which are Minions. You can't kill him by attacking, but you can 'save' him, which is more like kicking him out, and other special-victim rules apply as normal.
