As the Killer, the Hunter's Bloodlust doesn't rise when Victims die; it rises whenever the Hunter is damaged, including removing health from a Minor Dark Power or a cybernetic part. It also rises when another Killer is present at the Mall. 'Hunter' means whichever of Mark V or Mark X is active; the Mark X card sends Bloodlust to the top only if the Mark V is still the active Killer.
