Can I raise the hero count of a Solo campaign after restarting an Act?

No. A Solo campaign is locked to two heroes (marked (S) in the save file), according to the publisher, even though the rulebook says a normal campaign can change player count when restarting an Act. Start a regular campaign if you want a different number.
