The rulebook's Push and Pull section states that heroes may only push or pull minions, and the publisher confirms guarding enemies cannot be moved.

No. Heroes can only push or pull minions, so purple leaders and bosses are immune. A minion guarding an objective or exit cannot be moved either, according to the publisher.
