No. Armour is removed only by damage and is not replenished in Clean-Up, unlike toughness. Excess damage after the armour is gone becomes damage cubes. Community players report the Rat Swarm works differently: each rat token carries its own armour cubes, a rat dies at 0, and the swarm regains one armour per token at round end, up to its maximum.
