It only works after a skill that places your spell token under a minion: Confuse Mind, Mind Control or Mind Control II. The controlled enemy is removed from play, and its toughness is dealt in total as damage, split as you choose among other enemies in its zone, not multiplied per enemy. The board's note about tokens for upkeep refers to this skill, and general upkeep still costs energy.
