Does Judge still give +10 for a card whose penalty is only partly cleared by Rangers?

Yes. Rangers clear only the word Army, so a card like Dwarvish Infantry still has an uncleared penalty and Judge pays +10 for it. A card whose whole penalty is cleared (for example by Mountain) does not.
