Do Wanderers and a paired Husband and Wife count toward the 15 spaces in your city?
The rulebook index says the Wanderer takes no space and that Husband and Wife share one.

No for Wanderers, which do not take up one of the 15 spaces. A Husband and Wife that are paired share one space. In the base game every other Critter or Construction uses its own space, though some expansion cards also say they take no space.
