Can you place a worker on a location or Citizen just to block an opponent?

Yes, if you meet the location's printed requirement, such as the minimum number of cards in your city for a Citizen, you can visit it purely to block an opponent. The designer cautions that if you need to give something to gain something, you must have what you would give, so you cannot visit when you cannot pay.
