Card text is mandatory unless it says 'may' or 'up to'. 'Up to' includes zero, so you still perform the effect while doing it zero times. Tan and green cards are mandatory, while a few green cards (Doctor, Woodcarver, Town Crier) let you choose to give or discard for points.
