How does the Stage E 'Complete the puzzle' task work?

Anyone may play the first two cards; the task's owner must play the last card, to any row. All three must be in the same column. The designer also agreed the card's star wording should read 'After the 4th Star is gained', leaving the final wording to the publisher.
