Community posts agree and the rulebook says a puzzle counts only at the moment its final card is played; the same-card point is from the designer.

No. A puzzle completes only at the moment a card is played that finishes it, and only cards on the Field count, never River cards. In the Stage C+ giant puzzle, the same card may count toward both puzzles.
