Do I need presence in both regions of an exploit to score it?

Yes. Only players with presence in both regions on the exploit score it. Losing presence in either region loses the shield and the exploit's abilities, while tokens already placed stay on the exploit. Presence is hard to lose: it normally happens only through attack or by pulling discs back.
