How does the Haitian Revolution exploit treat Slavery cards, Governors and discards?

A held Slavery card is one still in your array, and its draw follows normal Draw rules in any region. Governors on your board count as asset cards for it. It most likely can't draw from the discard pile, since a discard pile has no top card, though no official ruling exists. How it works with the spread-out Slavery cards of a Prominence tile is unsettled.
