How do the Dutch East India Company's Cape Town and Batavia cities and fortifying work?
They are normal cities once the exploit is unlocked and you have presence in both linked regions, so normal occupy, attack and fortify apply. The exploit's own fortify replaces an attack: no casualty or extra disc, but you must still trigger an attack action and place the fortification under your disc in a city you own.
