Can I move a Governor out of the free slot, or discard it?
The rulebook (Hand Limit and Discarding) covers this, and forum replies agree.

Yes. You can rearrange freely in the discard phase, and a Governor is never locked in the free slot. If you move it to a normal slot it counts against your limit, so discarding it is rarely worthwhile since it is usually worth more than the slot's 3 Glory. A discarded Governor is removed from the game.
