How does the Evolution Pool work, and what if it fills with copies?

You need an Evolution Pool, which comes from your species or the Advanced Genetics technology. A +Evolution bonus from a development or discovery is useless without one. You draw a new tile as soon as you evolve one. If all five tiles in your Pool are copies of ones you have already evolved, Octantis can swap tiles using Pool Refresh while tiles remain in the bag; anyone else is stuck, but you can still trade Mutagen for other resources.
