How do Development tiles and the Tractor Beam work?

Developments sit next to the technology board and are bought with a Research action at the cost marked on the tile; how many are used depends on the number of players. The Security Council development gives 1 VP plus 1 VP per ambassador in addition to the ambassador's own VP. The Tractor Beam stops opponents retreating from battles against you, and it only works while its owner is in the battle.
