How does the Cloaking Device affect pinning?

It takes two enemy ships to pin each cloaked ship, so one enemy ship cannot hold it. The effect works one way only: your cloaked ships are harder to pin, but they still pin only one enemy ship each, and enemy ships from different opponents are counted together.
