The Outer sector stack is sized by player count: 5 hexes with two players, 10 with three, 14 with four, 16 with five and 18 with six. There is no other board boundary apart from needing a legal wormhole connection to place a hex. You may discard an explored hex instead of placing it; unused hexes stay in the box.
