Do I need a Colony Ship to put a cube on a newly built Orbital?
The publisher's FAQ says so, matching the rulebook's Colony Ship rule.

Yes — building an Orbital does not populate it. Activate a Colony Ship to place a cube on it, even in the same turn; only Colony Ships can put cubes on hexes.
