How do Neutron Bombs work?

With the Neutron Bombs technology any surviving ship wipes out all Population Cubes in its hex without dice, even with no cannons (missile-only ships work). It isn't a ship part. It happens after the battles; the owner's disc then leaves once no cubes remain, and you can place yours if you have a ship and a spare disc.
